全国安全週間は、産業界における自主的な労働災害防止活動を
推進するとともに、広く一般の安全意識の高揚と安全活動の定着
を図ることを目的として、昭和３年から実施されています。毎年、７
月１日から７月７日までを本週間、６月１日から６月３０日までを準
備期間としています。
◆◇◆労働安全衛生法って？◆◇◆
労働安全衛生法（一般的に簡略化して「安衛法」と呼びます）は、
労働基準法から分離されて作成された法律です。
具体的な目的としては、
①労働災害を防ぐための危害防止基準の確立、事業場内での責
任体制の明確化、事業者（※１）の自主的な活動の促進措置を講
ずるなど、総合的・計画的な推進をすることで、職場の労働者（※２）
の安全と健康を確保すること
②快適な職場環境の形成促進することです。
※１・・・簡単にいうと、労働者を使用するもの（○○株式会社、経
営者個人など）
※２・・・簡単にいうと、※１に使用されるもの（業務執行権のある法
人の役員、同居の親族、請負契約の人を除きます）
◆◇◆安全衛生管理体制とは？◆◇◆
安衛法には、労働者の人数と事業業種区分により、事業者がとる
べき安全衛生管理対体制は異なります。例えば、総括安全衛生管
理者、安全管理者、衛生管理者、安全衛生推進者、衛生推進者、
産業医、作業主任者などです。

う安全神話は、これから述べる「ハインリッヒの法則」によると、崩れて
しまいます。
ハインリッヒの法則とは、アメリカのハインリッヒが、約５万件の労働災
害の事例を調査して〔１：２９：３００の法則〕を発見しました。これは、１
回の重傷災害が発生したとすれば、その人は同じ原因で２９回の軽傷
災害を起こし、また同じように、傷害にはいたらなかったできごと、いわ
ばニアミス事故を３００回も経験しているというものです。広義では、これ
らの底辺には無数の不安全状態と不安全行動があるというものです。
